The license is not needed for launching the device by itself; however, connecting another access point to the controller will require purchasing of Cisco DNA subscription for each AP.

Cisco Catalyst 9800-40 controllers support four types of licenses for the connected Access Points

Each type of Cisco DNA subscription can be purchased for a period o 3, 5, or 7 years. The functionality of Cisco DNA will become limited when a given license expires; however, Network Essentials and Network Advantage will be still usable even after subscription period is over.
